John Struthers received his Master's Degree in Economics from Simon Fraser University, where he specialized in Resource Economics and Labour Economics. He served as District and Staff Economist for Employment and Immigration Canada for eight years before entering private practice.
Since forming Associated Economic Consultants Ltd. in 1982, Mr. Struthers has been the author of studies analyzing a broad range of economic issues, including the changing participation rates of women in the labour market, problems faced by young people in northern resource economies, migration, labour market impacts of major resource developments, and evaluation of job re-entry programs. Mr. Struthers is also a specialist in creating computer models for labour market supply and demand analysis, and for socio-economic impact analysis.
His work in litigation support has included the development of computer models to simulate earnings profiles for personal injury litigation, wrongful dismissal, and wrongful death. His experience analyzing local labour markets in B.C. gives Mr. Struthers the background necessary to assess loss of income in cases where individual work histories are specific to locations and to occupations. Mr. Struthers has appeared as an expert witness in the Supreme Court of British Columbia on many occasions and has also been qualified to testify as an expert witness in Alberta and Saskatchewan.
Labour Market Profile of Disabled Persons in the B.C/Yukon Region (1991): The focus of this report was on the extraction of data that describe the disabled population in the B.C/Yukon Territory Region, based on Statistics Canada's Health and Activity Limitation Survey.
The Employment and Income Characteristics of Persons with Disabilities (1989): Co-author of this study of results of Statistics Canada's Health and Activity Limitations Survey.
Vancouver International 1989/90: Directed the preparation of the market and investment guide to the Greater Vancouver area that was published by the Vancouver Board of Trade.
Economic Contribution of the British Columbia Film Industry: Directed the preparation of a report on the economic impacts of B.C.'s film industry for the Motion Picture Studio Production Technician's union.
Evaluation of Pilot Job Entry Training Projects (1988): Prepared an assessment of effectiveness and efficiency measures for six pilot projects funded by Employment and Immigration Canada to support the market re-entry of B.C. males who had experience lengthy periods of unemployment.
Smithers Population Model (1985-1986): Prepared computerized simulation of demographic changes in Smithers that would be expected given a number of different assumption regarding development of local mines.
Sunshine Coast Economic Development Strategy (1985): Prepared and analysis of the Sunshine Coast Regional District economy and of the economic and employment development potential of key sectors in the local economy; an overview of a methodology for allocating human and financial resources to various development options also was provided.
Kamloops Population Model (1984): Prepared a computerized demographic simulation model for the City of Kamloops. Estimation of linkages between local labour market developments and demographic factors was a key feature of this model.
Review of Socio-Economic Benefits Attributable to Cassiar Asbestos (1984): Identified the Socio-economic benefits accruing to British Columbia from the asbestos mining operation at Cassiar.
Labour Market Impact of the Kemano Completion Project (1984): Reviewed both direct and indirect labour demand and supply impacts of a major proposed resource development project in northern British Columbia.
Quinsam Coal Market Value (1983): Prepared section analyzing the impacts of local labour market conditions upon coal production costs at the proposed Quinsam mine.
Alternate Work Arrangement: A Review of Emerging Trends (1983): Reviewed emerging trends and issues in hours of work, shift scheduling, work sharing and identified some of the cost and benefits of various approaches.
Women and Youth in Northwestern B.C. Labour Markets (1982): Reviewed problems and opportunities for women and youth in northern resource economies, provided demographic and econometric forecasts of labour force sizes.
